Is a public beach a public place in Dubai or is a public beach a private place or is it neither?

If the word public is used in a name is it truly public?

Some men are being asked to not walk on the PUBLIC beach because others have trained their eyes on the ladies in very small swimsuits!

So.

Is that a problem?

Is it user beware OR is public not really public?
